You could try running impact as root to see if it is a problem with permissions. But the installed udev rule should set it to 666. I did not experience crashes with ISE 14.7. Are you running your setup directly on your PC or in a virtual machine using usb passthrough?
Just asking because the device changes its id when the firmware is loaded so if used inside of a VM the device has to be passed to the VM again.
